课程改革是国外现代教育改革的主题与主体,大规模的改革运动此起彼伏,零散的改革项目不计其数,使学校课程始终处于改革状态。然而,两种对立的学术势力与政治势力,决定了更多的课程改革运动是在“残缺不全”的理论与政策指导下所进行的“支离破碎”的改革,以至于课程改革实践普遍陷入难以摆脱的过度性、钟摆性、失衡性困境。屡改屡败、屡败屡改的状态与境遇,迫切需要改革者很好地解决课程改革的理论基础、政策立场、实践范式的合理性与可行性问题。

Curriculum reform is the theme and subject of contemporary education abroad, in which the large scale reform movements as well as scattered reform projects, rise one after another, which make the school curriculum remain in a "reforming" state. However, the two opposing academic and political forces determine that the current curriculum reform movements are "fragmented", guided by "incomplete" theories and policies leading curriculum reform into an inevitable plight of transitional, vacillating and unbalanced nature. The repeated defeats and continued efforts make it urgent for the reformers to clarify the theoretical basis, policy position for the current curriculum reform, and to justify the rationality and feasibility of its practice paradigm.
