为了认真贯彻落实胡锦涛总书记在庆祝清华大学百年校庆上的讲话精神,积极推动协同创新,教育部、财政部于今年年初决定实施"高等学校创新能力提升计划"(简称"2011计划")。要把该计划落到实处,关键在于:以"国家急需,世界一流"为根本出发点,坚持整体协同创新;以人才、学科、科研三位一体的创新能力提升为核心任务,坚持多元协同创新;以协同创新中心为载体,构建四类协同创新平台与模式;以创新质量和贡献为导向,深化科技评价体制改革;以人才为核心要素,激发释放协同创新活力。

To materialize the gist of President Hu Jintao's speech at the 100th anniversary of the founding of Tsinghua University and actively promote collaborative innovation, the Ministry of Education and the Ministry of Finance have lattnehed the "Plan 2011", which aims to improve colleges and universities' ability to inno- vate. In order to carry out the Plan to the full, we should take some important measures. Firstly, we should take "meeting the urgent needs of the country and striving for the world first-class" as the fundamental starting point and persist in overall collaborative innovation. Secondly, we should stick to pluralistic collaborative inno- vation by unifying talents, disciplines and research to improve the ability to innovate. Thirdly, we should set up collaborative innovation centers as the carrier to create four kinds of platforms and modes for collaborative innovation. Fourthly, we should emphasize the quality of innovations and the actual contribution and deepen the reform of the evaluation system. Finally, we must take talents as the core elements to arouse their vitality in collaborative innovation.
