上世纪90年代，欧盟决定建立以共同外交与安全政策机制为主要内容的政治联盟。但是欧盟各成员国存在利益分歧，共同外交与安全政策本身存在机制缺陷，欧盟财政和军事能力不足以及美国的制约等，使欧盟共同外交与安全政策始终难以发挥预期的作用。
上世紀90年代，歐盟決定建立以共同外交與安全政策機製為主要內容的政治聯盟。但是歐盟各成員國存在利益分歧，共同外交與安全政策本身存在機製缺陷，歐盟財政和軍事能力不足以及美國的製約等，使歐盟共同外交與安全政策始終難以髮揮預期的作用。
상세기90년대，구맹결정건립이공동외교여안전정책궤제위주요내용적정치련맹。단시구맹각성원국존재이익분기，공동외교여안전정책본신존재궤제결함，구맹재정화군사능력불족이급미국적제약등，사구맹공동외교여안전정책시종난이발휘예기적작용。
In the early 1990s, the EU decided to establish a political alliance with common foreign and security policy mechanism as its main content. But there are differences of interest among EU member states. Common Foreign and Security policy has defects of mechanism. Besides, EU Lacks financial and military capabilities and is subject to American constraints. Thus it is difficult for EU Common Foreign and Security Policy to play its expected role.
