财产是促进宪法思想产生以及宪法演进的主要动力。国有财产是财产的重要类型，它伴随着国家的产生而产生。国有财产是中国立宪的重要制度基础。宪法文本形成的国有财产结构构成了社会主义基本经济制度的基础。福利国家与国有财产的联结是未来政治和社会发展的新方向。在过去的20年里，国有企业改革对中国的政治和经济发展起到重要作用，不仅从法律和制度层面推动了宪政发展，也促进了国家观念、社会结构和人民观念的转型。国有财产能够被视为中国宪政发展的动力，这是从历史和现实的视角观察中国政治和经济发展得出的结论。未来中国的宪政建设还需要重视国有资产的运营和监管。

Property is the major driving force to constitutional ideas originating and constitution evolving. State property is one very important category of property and accompanies the creation of States. It is the insti- tutional basis of modern constitutionalism. The State property structure envisaged in the constitutional text con- stitutes the foundation of the socialist economic system. The nexus between welfare state and state property will be guiding the new direction of political and social development. During the past twenty years, the reform of State - owned enterprises has seen its great impacts on the Chinese political and economic development. It not only drives the development of Chinese legal and institutional system but also triggers the transformation of the social structure and the conception of statehood as well as the conception of the people. State property can be viewed as the motivity to the Chinese constitutionalism. This is the conclusion based on the historical and con- temporary observation of the Chinese political and economic development. Thus heavy emphasis should be laid upon the operation and supervision of the State property for the benefit of future Chinese constitutionalism.
