对全国5类乡镇制度创新模式的政治效果进行比较研究。通过对10个省（市）的24个乡镇的2600多份村民问卷的分析，从村民视角来看，有4类制度创新模式在提高乡镇政府服务水平、政治合法性方面的效果并不明显，有的模式甚至低于无创新乡镇；而“公推直选”模式在这些方面具有显著的正面影响。乡镇基层地方政治体制改革有必要在参与和竞争两方面均衡发展。

Based on a recent survey covered more than twenty townships and included more than 2000 respondents, this research found that five institutional innovations in rural China have different politi- cal consequences. Among these five institutional innovations, only the Direct Election Model （also called Open Nomination and Direct Election） at the township level has the significant positive impacts on government legitimacy and public service at township level. Based on the empirical analysis results, the authors argue that improving citizens＇ participation should be considered as one of the principles of institutional innovations at township level in future.
