现代农业政策激励的作用机理，通过政策意图的传播和导向促进农业的发展。其影响途径为：政策激励影响土地产权、制度结构，进而催成生产经营方式转变；改变了资源配置方式和要素市场体系，进而提高了农业生产效益；有力地促进了农业科技创新和科技推广。鉴于目前我国现代农业发展在政策影响途径过程中还存在传播不畅、引导不力等问题，应以农民为政策激励对象。从政策创新上激励农业生产者；完善以可持续发展为目标的农业技术创新体系；健全以农产品市场为中心的价格体系与物流体系；健全以农民为政策评估主体的政策效果评估体系。如此，使政策激励的影响途径顺畅通达，才能更好地实现中国现代农业的发展目标。

The excitement of modem agricultural policy can promote agricultural development under the guid-ance of policy implementation, that is, stimulation of policy affects land property rights and institutional struc-ture, thereby propelling the changes of production management mode; resources allocation mode and factor market system are changed to increase agricultural production efficiency and promote agricultural innovation and extension in science and technology. Currently, there are many problems of policy implementation in our modem agricultural progress, such as less-smooth promulgation, lack of sufficient guiding, etc. The paper suggests that farmer should be the key to policy stimulation and be inspirited from policy innovation, agricul-tural technical innovation system be improved with the goal of sustainable progress, the price system and logis-tic system be perfected at the core of agricultural product market, and farmer be the major part of evaluating policy effect. By this method, the policy can influence and stimulate farmers smoothly, so as to realize the goal of China~ modem agriculture more efficiently.
