无论从理论研究还是具体实践上，低碳旅游发展已经从概念萌芽逐步发展到模式探讨，进而经过局部实践阶段。任何社会事物的运动与变化都是以一定的利益追求或价值追求为基本驱动力。通过对我国低碳旅游的发展动力进行分析…总结出低碳旅游的外驱力和内驱力。外驱力主要有：抑制全球气候变暖是低欲旅游发展最“核心外驱力”，次一级“二级外驱力”包括中国国际环境责任、中国可持续发展、中央及地方政府的环境考核等等。内驱力主要有：旅游经济的可持续发展是“最核心内驱力”，提高旅游产业生态效益、社会效益和经济效益构成了低碳旅游发展的“二级内驱力”。对低碳旅游发展进行驱动力分析，可以更好地了解低碳旅游发展的力量源泉，为更好地发展低础旅游找到根源所在。

Both theoretically and practically, low-carbon tourism has developed from its embryonic stage, development pattern explore stage, to its regional practice stage. The development and change of each social phenomenon has its basic driving force, i.e. certain profit pursuit or value pursuit. Based on the analysis of the motive power for China＇s low-carbon tourism development, it summarizes the external and internal driving force for low-carbon tourism development. The main external driving forces are：the ＂core external driving force＂ is the restrain of the global wanning; the ＂secondary external driving forces＂ include China＇s responsibility for international environment, China＇s sustainable development, and the environment evaluation from both central government and local government levels. The main internal driving forces are： the ＂core internal driving force＂ is the sustainable development of tourism economy; the ＂secondary internal driving forces＂ include enhancing the ecological benefits, social benefits, and economic benefits of the tourism indus~es. With the study on the driving force for low-carbon tourism development, it may better the understanding of the motive power source for low-carbon tourism development. Thus, it may provide better development pattems for low-carbon tourism.
