考察从计划体制的行政分权到社会主义市场经济条件下宏观调控的演变过程，着重分析这一转变过程中宏观调控手段的使用，展现我国宏观调控由政府直接控制到间接调控的渐进过程。分析了过去宏观调控手段使用过程中出现的问题，就有关宏观调控手段实现良性转变提出思考，认为深化政治体制改变、经济体制改革、政府退出直接干预、建立符合市场经济要求的宏观调控体系、加强法律手段作用等是解决问题的必由之路。

This paper examines the process from the administrative decentralization under the planning system to the macro-regulation under the socialist market economy, and lays special stress on analyzing the macro-regulation means used in the process. It also demonstrates the gradual transition of our country＇ s government macro-reguXation from the direct regulation to the indirect regulation. Meanwhile, the problems in the operation of macro-regulation means in the past are analyzed. This paper also makes reflection on the benign change of macro-regulation means, and gets the conclusion that the deep reform of political and economic system, the withdrawal of government direct intervention, the establishment of macroeconomic control system which meets the requirements of market economy, as well as the enhancement of legal means are the necessary solutions.
