文章从国际环境、政策制度环境、国内经济环境、技术环境、要素市场五个方面对我国承接离岸服务外包的产业发展环境进行了分析。并通过主成分分析对1997—2010年产业发展环境进行了综合评价，结果显示我国承接离岸服务外包产业发展环境呈现逐年改善的态势。在此基础上，进一步探讨了承接离岸服务外包的产业发展环境和离岸服务外包规模之间的关系，结果表明产业发展环境是我国离岸服务外包规模增加的格兰杰原因。长期看，产业发展环境的改善。将有助于离岸服务外包规模的增加。

This paper mainly analyzes the development environment of Chinese offshore service outsourcing industry from the five aspects including international environment, policy and institutional environment, domestic economic environment, technological environment and factors market. And then, the development environment from 1997 to 2010 is evaluated through the principal component analysis. It indicates that the development environment of Chinese offshore service outsourcing industry has been improving year by year. The further research findings indicate that there is a co-integrated relationship betweendevelopment environment and scale enlargement, which means that the improvement of industrial development environment would help the scale enlargement of offshore service outsourcing in the long term.
