本文基于经济学角度分析了当前我国应急管理技术创新体系促推应急管理能力提升存在的问题，运用创新成本边际分析的经济学模型分析应急管理技术创新体系的体系构建成本与体系运行成本的关系，进而指出并分析应急管理技术创新体系的总创新成本与应急管理能力提升的相互关系，从而提出了采用“重技术创新提升应急管理能力、兼顾资源整合与应用提升应急管理能力”的应急管理做法，构建高效化的应急管理技术创新体系以促推应急管理能力提升的对策与建议。
本文基于經濟學角度分析瞭噹前我國應急管理技術創新體繫促推應急管理能力提升存在的問題，運用創新成本邊際分析的經濟學模型分析應急管理技術創新體繫的體繫構建成本與體繫運行成本的關繫，進而指齣併分析應急管理技術創新體繫的總創新成本與應急管理能力提升的相互關繫，從而提齣瞭採用“重技術創新提升應急管理能力、兼顧資源整閤與應用提升應急管理能力”的應急管理做法，構建高效化的應急管理技術創新體繫以促推應急管理能力提升的對策與建議。

This paper, based on the economic angle, analysed the problem of the emergency management technological innovation system pushing to enhance the emergency management ability of China, used the economic model of the marginal innovative cost analysis to analyze the relationship between the cost of the system built and the cost of the system operation in the emergency management technological innovation system, further pointed out and analyzed the relationship between the total cost of innovation in the emergency management technological innovation system and enhancing the emergency management ability. Thus this paper proposed the countermeasures and the suggestions that government should adopt the emergency management practices of ＂focusing on technical innovation to enhance emergency management ability, taking into account the integration and application of resources to enhance emergency management ability＂ to build efficient emergency management innovation system promoting to enhance the emergency management ability.
