大学基层学术组织在历史发展进程中形成了教学组织、教学一科研组织以及教学-科研-学习组织等三种形态。进入新时期，面对国家的协同创新战略，现有的基层学术组织形态凸显出疲软的无竞争力状态。要实现协同创新战略所提出的大学功能综合、大学体制机制改革的目标，需要构建以学科一专业一产业链为基本状态的新型基层学术组织。这一新型组织在知识转移的质量与效率、资源整合以及学术生产力提高三个方面体现出协同创新的创新精神。
