人口老龄化是当今世界人口发展的共同趋向,已成为一个突出的社会问题,早已引起世界各国的广为关注。中国作为人口大国,老龄化速度正急遽加速,而且是在＂未富先老＂的状况下进入的,如何保障和提升老年人生活质量和生命质量必将成为政府与社会共同致力的焦点。以辽宁为例,从财政政策支持视角探索养老服务业面临的诸多难题及有效策略,创建一个多层次、多主体、广覆盖的财政支持养老服务系统,为老年人所需的各种服务项目和场所提供资金、政策、制度等保障,促进养老服务更加规范化、合理化。这是破解影响养老服务业发展中的突出难题,也是实现老年人安享晚年生活的有效选择。

Aging is a common trend of the world population development and has become a prominent social problem, which attracts world countries＇ attention. As a big country, the aging in China shows a sharply accelerated speed and the state of the ＂old without rich＂. How to ensure and improve the the life quality of old people claims the attention of the government and society. Taking Liaoning Province for example, the difficulties facing endowment services and effective strategy are discussed from a perspective of financial policy support. The government should create a multi-level universal coverage of financial support endow- ment service system which guarantee for old people an P d rovides all kinds of services and the places such as funding policy system and promote more standardized and rational endowment service. This is an effec- tive strategy to solve the difficult problems of endowment services development and an effective choice to realize the happy life of the aging people.
