秦汉时期的言事制度,存在一种特殊的＂请间言事＂。多数情况为吏民请求于皇帝朝见外的空闲时间,在更隐秘、私人化的场所进行君臣沟通与政事谋议。它的言事内容重要、广泛,实现途径及形式灵活、多样,在反映相应君臣关系的同时,对施政亦有直接影响,具有特殊的政治意义。作为制度规定之外而又常态存在的政治行为,＂请间言事＂为认识秦汉帝国日常统治的运行提供了启示。
진한시기적언사제도,존재일충특수적＂청간언사＂。다수정황위리민청구우황제조견외적공한시간,재경은비、사인화적장소진행군신구통여정사모의。타적언사내용중요、엄범,실현도경급형식령활、다양,재반영상응군신관계적동시,대시정역유직접영향,구유특수적정치의의。작위제도규정지외이우상태존재적정치행위,＂청간언사＂위인식진한제국일상통치적운행제공료계시。
There existed a special ＂Qing Jian Yan Shi＂ in the system of official business discussions during Qin and Han Dynasties. In most cases, the officials asked for free time outside daily audience with emperor in the more intimate and more private place to communicate and provide propositions. The content of discussions is important and wide. The way to achieve them is flexible and diverse. It not only reflects the corresponding relationships between ruler and officials but also has a direct impact on policy, therefore has a special political significance. As a political behavior outside formal requirments, ＂Qing Jian Yan Shi＂ provides an inspiration to understand the operation of daily management of Qin-Han Empires.
