经济活动可以通过社会福利判断其效应，资本流动效应则在麦克道格尔模型中得到解释和衡量。国际直接投资作为资本流动的一种特殊经济活动方式，其收入分配效应的福利判断，可以建立在福利经济学的理论基础之上。国际直接投资收入分配效应的社会福利变化，通过柏格森一萨缪尔森方程的变化，在两人两商品的简化模型中，用国际直接投资变量加入前后的差值加以确定。柯布道格拉斯函数为国际直接投资收入分配的计量模型测定提供了基础，可以充分利用时间序列数据，测定国际直接投资收入分配效应所引起的社会福利变化。但就福利经济学的理论基础和演变来看，国际直接投资收入分配效应的福利经济学基础及函数测算，在前提假定及逻辑演变中存在一定的缺陷，主要表现为效用的主观性、外部性产生的福利变化、帕累托最优判断的冲突性问题以及社会福利的合成谬误。因此，国际直接投资收入分配效应的理论运用和实际测算应关注前提假定可能带来的风险和约束。

The effect of ecomomic activity can be judged by social welfare. Function of capital flows may be explained and measured by MacDougall model. As a specia kind of economic activity, FDI＇s income distribution effect judging by social welfare may be established on the theory of welfare economics. The effect can be analysis by social welfare through Bergson-Samuelson function. And we can simlify the function by more strict assumptions so that we may find the relationship between them. The difference can be measued when FDI put into the equation in a model include two commodity and two persons. Cobb-Douglas function lay the foundation for the econometric model which is used to calculate the effect of FDI＇s income distribution by using the time series datal When we anylisys the FDI＇s impact to social welfare of income distribution, we should be careful with the defects of welfare economics, such as the assumption which is not fully conform to the facts, such as utility subjectivity , conflict issues of pareto optimality, social warefare of externality and fallacy of composition.
