农民是新农村建设的主体，是成就新农村建设事业的关键所在，而广大农民群众自主参与面临着诸多的障碍，最大的就是制度性障碍。提出了新农村建设中以制度创新促进农民主体作用发挥的重要依据，指出新农村建设中制约农民主体作用发挥的主要制度缺陷，着重探讨户籍、土地、教育、财政金融、社会保障等方面的制度创新。期待农民真正成为自己事业的主角，充分发挥其主体作用，为新农村建设提供永不枯竭的动力支撑。

Farmers are the main builders of the countryside and play a key role in the construction of a new country- side. However, as independent participants, they are confronted with many difficulties on the way to this construction, especially the one caused by systems. Elaborating on the issues such as household registration, land, education, fi- nance,, and social protection, this paper first points out the defects existing in the current system and then continues to emphasize the importance of system reforms, which, according to the author, is the key for farmers to fully play their roles as independent participants in the construction of a new countryside. Farmers should be the main players of their own business and the power source of a new countryside.
