以解释活动所针对的法律部门为依据,可以将法律解释分为宪法解释、刑法解释、民法解释与行政法解释四种。这种分类的角度虽然与我们按照解释体制所作的分类不同,但是同样具有意义。行政法解释本质上属于公法解释。它在功能上具有个案关联性、价值判断性、平衡性特征;在法治意义上具有合宪性、合法性、保守性特征。

In accordance with the interpretation activity directed to the legal operation department,legal interpretation can be divided into four types,i.e.,interpretation of constitutional law,that of criminal law,that of civil law and that of administrative law.Although this classification perspective is different from our classification according to interpretation system,but it is also of significance.In essence interpretation of administrative law belongs to that of public law.It has features of individual relevance,value judging and balance functionally;and it has features of constitutionality,legality,and conservativeness in terms of law governing.
