本文依据当前主要低碳经济理论进行评述,梳理了低碳经济的研究框架。由于转型升级理论、＂公地＂自主组织和自主治理理论等与低碳经济结合的研究,很可能成为未来的研究热点,因而也值得进一步研究。虽然存在争议,但基于国内外环境,中国有必要将低碳经济发展战略提上日程,我国可选择的措施包括实施碳税、发展碳排放权交易、采取必要的管制、积极发展环境型NGO和NPO等。

This paper builds a research framework based on reviews of the present main theories on low - carbon econo- my. It is worthy of further study on the low - carbon economy combined with transformation and upgrading theory, ＂com- mons＂ autonomous organization and independent management theory, which is probably the future research hotspot. Although still controversial, it is necessary for China to put development strategy of low - carbon economy on the agenda, based on the domestic and foreign environment. Our country can choose measures including carbon tax, the development of carbon emissions trading, taking the necessary control, actively developing environment type NGO and NPO, etc.
