Developed real economy is the solid foundation for healthy and steady development of Henan province, and developed real economy needs preferred allocation of financial resources. The conclusion of our paper is that a long-term mechanism which is conformed to the market rule should be constructed to guide financial resources be allocated preferentially to real economy.
