西方国家尤其是美国政府绩效评估研究开展的较早,经过多年的实践取得了丰硕成果,而我国的政府绩效评估起步较晚,美国的成熟经验有很大的借鉴价值,能够帮助我国政府改进绩效评估政策、理论和方法。通过分析美国政府绩效评估顾客满意的核心原则及其沿革,总结美国政府绩效评估规范化、制度化、科学的体系和完备的层级等特点,阐述其在树立服务意识和完善政府绩效评估立法等方面带给我国政府绩效评估的启示。

Western countries,particularly the study of the U.S.government performance evaluation carried out earlier,and have achieved fruitful results through many year practices,but government performance evaluation in China started late,the U.S.＇s mature experience had the very big reference value,which can help our government to improve performance assessment of policy,theory and method.Through the analysis of the core principles and the evolution of the U.S.government performance evaluation for the customer satisfaction,summarized the characteristics of the U.S.government performance evaluation in standardization,institutionalization,science system and complete level and so on.Elaborated the enlightenment to bring China＇s government performance evaluation in establish service awareness and improve performance assessment legislation of the U.S.government.
