政策性重组整合与资源型经济转型均对资源型企业传统的行政型治理机制提出挑战。契约型治理应是资源型企业治理转型的基本方向,并对产业转型、技术创新提供内在支撑。资源型经济转型背景下,契约型治理机制是企业内在需求、市场环境与政府引导三者相互促进而形成的,是若干理念与制度的集合与统一,而其生成也应从多种路径合力推进。

The policy of restructuring and integration,and the transformation of resource-based economy in pose a real challenge to traditional governance mechanism for resource-based enterprises.The management for resource-based enterprises should switch to contract management,because contract management provide internal support for industrial transformation and technological innovation.Contractual governance mechanism is the assemblage and unity of a certain number of notions and institutions.The production of it should be pushed together by various ways.
