探讨大学外部治理视野中的社会监督，提出通过政府部门逐步放权，积极培育教育中介组织，完善社会监督机制：探索建立中国特色的董事会或理事会制度，为社会参与者提供话语和监督平台；不断扩大社会合作，加强高校与行业企业的合作共建；实质性地提升高校信息公开度，主动加强与公共媒体的合作等途径，健全社会支持和监督学校协调发展的长效机制，充分调动社会关心、支持高等教育的积极性。

This research is to explore the social supervision from the perspective of university external governance, the main points are as followings： delegate the government powers to lower levels gradually, foster educational intermediary organizations actively, and improve the social supervision mechanism; explore to establish the system of council or board of directors with Chinese characteristics to provide discourse and supervision platform for social participants; expand the social cooperation, strengthen the cooperation between higher education institutes （HEIs） and enterprises; perfect the long-term mechanism of social support and HE[s supervision for coordinated development, and mobilize the zeal of society fully to keep a watchful eye on higher education through the ways of enhancing the HEIs information openness substantially, and taking the initiative to strengthen the cooperation between HEIs and public media, etc.
