我国职业教育校企合作存在政府、行业、企业、院校、学生等五大层面的问题.任何单一方面都无法有效地解决职业教育校企合作的跨部门、跨领域问题。因此。需要国家统筹职业教育校企合作政策,进行顶层设计,给国家技术技能的积累和高素质技能人才的培养提供制度保障。国家应尽快制定国家职业教育校企合作促进法规,明确参与各方的权利、义务和责任,围绕关键问题实施制度创新,系统构建职业教育校企合作的国家制度和机制,完善培养高素养技能型人才的基本制度。

The vocational school-enterprise cooperation has problems of five levels including the Government, industry, enterprise, college and students, any single department can not effectively slove the cross- sectoral and cross-cutting problems of vocational school-enterprise cooperation, so the government should plan the vocational school-enterprise cooperation policy as a whole, design top-level planning, provide a institutional guarantee for the accumulation of national technical skills and the cultivation of high-quality skilled personnel. The government should accelerate the formulation of state vocational school-enterprise cooperation advancement statute, define participants' rights, obligations and responsibility, implement institutional innovation around key issues, build the national vocational school-enterprise cooperation systems and mechanisms, complete the basic institution of culturing high-quality skilled personnel.
