“两岸和平发展”愿景的正式提出已经7年，但在海峡两岸的实际政治生活中，两岸和平发展的共识尚未真正确立起来，成为指导两岸社会发展的普适价值。不仅一般民众感到陌生，部分政治人物的实际言行也与两岸和平发展精神背道而驰。两岸双方有必要透过政治社会化的途径，深入系统地向两岸民众宣导两岸和平发展的内涵和意义，让和平发展的观念深植人心，进而内化成为两岸关系互动中的行为准则。两岸和平发展价值观的社会化不是短期内可以完成的，两岸双方的公权力部门、政党、学校、新闻媒体、社会团体要成为两岸和平发展的传播者、维护者。

“량안화평발전”원경적정식제출이경7년，단재해협량안적실제정치생활중，량안화평발전적공식상미진정학립기래，성위지도량안사회발전적보괄개치。불부일반민음감도맥생，부분정치인물적실제언행야여량안화평발전정신배도이치。량안쌍방유필요투과정치사회화적도경，심입계통지향량안민음선도량안화평발전적내함화의의，양화평발전적관념심식인심，진이내화성위량안관계호동중적행위준칙。량안화평발전개치관적사회화불시단기내가이완성적，량안쌍방적공권력부문、정당、학교、신문매체、사회단체요성위량안화평발전적전파자、유호자。
It is seven years ever since the idea of ＂Cross-Strait peaceful development＂ was put forward. However, in the actual political life across the Straits the common understanding of the idea has not yet been virtually established and thereafter become the universal values in guiding the social development between the two sides. On the other hand, not only is the general public unfamiliar to the idea but also the actual words and deeds by some of politicians goes against its spirit. Therefore,it is of great importance for both sides to further publicize systematically its connotation and significance so that the concept of peaceful development can go deeply rooted in the hearts of the people and gradually become the code of conduct in interaction between the two sides. In fact, the socialization of values in Cross-Strait peaceful development can not be expected to be fulfilled in a short period of time, it requires the people from all walks of life to work harder to publicize and defend it, including the public power sector, political parties, schools, the media and community groups.
