Five Laws for Justice Living, Taiwan experience, macro-control in real estate market, housing security, en-lightenment and experience
近年来,由于土地资源紧缺、保障房体系滞后与房地产市场投机炒作,导致台湾都会区房价居高难下,为多数台湾民众所诟病,并一度位列台湾“十大民怨”之首。台湾立法机构陆续审议通过“不动产经纪业管理条例”、“平均地权条例”、“地政士条例”、“土地征收条例”等四项修正案,并新制定“住宅法”,统称“居住正义五法”,以规范房地产市场交易主体、行为与信息公开,完善土地交易与保有环节税制,确保土地征收公正补偿以及落实中低收入家庭基本住宅权保障,值得大陆地区在相关立法中借鉴。
近年來,由于土地資源緊缺、保障房體繫滯後與房地產市場投機炒作,導緻檯灣都會區房價居高難下,為多數檯灣民衆所詬病,併一度位列檯灣“十大民怨”之首。檯灣立法機構陸續審議通過“不動產經紀業管理條例”、“平均地權條例”、“地政士條例”、“土地徵收條例”等四項脩正案,併新製定“住宅法”,統稱“居住正義五法”,以規範房地產市場交易主體、行為與信息公開,完善土地交易與保有環節稅製,確保土地徵收公正補償以及落實中低收入傢庭基本住宅權保障,值得大陸地區在相關立法中藉鑒。
근년래,유우토지자원긴결、보장방체계체후여방지산시장투궤초작,도치태만도회구방개거고난하,위다수태만민음소후병,병일도위렬태만“십대민원”지수。태만입법궤구륙속심의통과“불동산경기업관리조례”、“평균지권조례”、“지정사조례”、“토지정수조례”등사항수정안,병신제정“주택법”,통칭“거주정의오법”,이규범방지산시장교역주체、행위여신식공개,완선토지교역여보유배절세제,학보토지정수공정보상이급락실중저수입가정기본주택권보장,치득대륙지구재상관입법중차감。
In recent years Taiwan has been faced with the shortage of land resources, the housing security system lagged be- hind and the crazy speculation in real estate market been under way. As a result,the housing price in metropolitan areas in Tai- wan stays skyrocketed,which has received a severe criticism by most of Taiwanese and ranked the first of the "Top Ten Griev- ances". To end this situation,the legislative department of Taiwan has considered and passed a series of laws including four a- mendments of Real Estate Brokerage Management Law, Real Estate Attorney Law,the Law of Equalization of Land Ownership, the Land Acquisition Law and new Housing Law (called Five Laws for Justice Living) ,aiming to regulate the real estate market and behavior and information disclosure,improve the tax system of land transaction,ensure fair land compensation and the pro- tection of the basic right of housing for low-income families,which can also serve as enlightenment or successful experience to the counterparts in mainland China.
