Channel Economy, the construction of the economic zone on the west bank of Taiwan Straits, the comprehen-sive channel with Taiwan, strategy orientation
“通道”是要素资源流通的管道。通道经济是依托通道的地缘优势,吸引生产要素资源向通道区域集聚、布局,以推进通道区域经济发展的经济模式。通道经济随通道性质的演变而存在交通通道经济、产业通道经济、制度通道经济的不同阶段。从当前海西建设所处的环境和条件出发,海西具有发展对台通道经济的优势和潜能,但从内外部条件来看,其通道经济必须立足高起点,其对台“通道”建设应超越一般模式,即在补强交通通道建设的同时,以产业通道建设为核心,以制度通道建设为动力,充分发挥厦门、平潭“对台特区”的先行先试和系统创新作用。
“通道”是要素資源流通的管道。通道經濟是依託通道的地緣優勢,吸引生產要素資源嚮通道區域集聚、佈跼,以推進通道區域經濟髮展的經濟模式。通道經濟隨通道性質的縯變而存在交通通道經濟、產業通道經濟、製度通道經濟的不同階段。從噹前海西建設所處的環境和條件齣髮,海西具有髮展對檯通道經濟的優勢和潛能,但從內外部條件來看,其通道經濟必鬚立足高起點,其對檯“通道”建設應超越一般模式,即在補彊交通通道建設的同時,以產業通道建設為覈心,以製度通道建設為動力,充分髮揮廈門、平潭“對檯特區”的先行先試和繫統創新作用。
“통도”시요소자원류통적관도。통도경제시의탁통도적지연우세,흡인생산요소자원향통도구역집취、포국,이추진통도구역경제발전적경제모식。통도경제수통도성질적연변이존재교통통도경제、산업통도경제、제도통도경제적불동계단。종당전해서건설소처적배경화조건출발,해서구유발전대태통도경제적우세화잠능,단종내외부조건래간,기통도경제필수립족고기점,기대태“통도”건설응초월일반모식,즉재보강교통통도건설적동시,이산업통도건설위핵심,이제도통도건설위동력,충분발휘하문、평담“대태특구”적선행선시화계통창신작용。
The word "Channel" here means the circulation pipeline for production factors and resources while Channel E- conomy refers to the development model that depends on the channel's geographical advantages and attracts the production fac- tors and resources to be collected and arranged in the channel area so as to promote its economic development. Channel Econo- my changes with the evolution of the channel character and exists at different stages in Traffic Channel Economy, Industry Chan- nel Economy and System Channel Economy. From the current environment and conditions, the Economic Zone on the West Bank of Taiwan Straits has its advantages and potential to develop the Channel Economy with Taiwan, but from the internal and external conditions, the Channel Economy must be based on a high starting point and the "Channel" construction should go be- yond the general pattern, namely, while reinforcing the traffic channel construction, we should, with both the industry channel construction as the core and the system channel construction as the driving force, try to give full play to the roles of first test and system innovation in the "special economic zones" in both Xiamen and Pingtan.
