参政能力是中国参政党影响力、生命力之所在。当前,中国正处于全方位变革的时代,在这种变革洪流的席卷之下,无论哪一种性质的政党,在开展能力建设时都面临着一系列前所未有的机遇与挑战,面临着求变图存的选择。世界政党政治所呈现出的特有的变革发展态势,再加上中国社会经济关系的转型与社会结构的巨大变化,执政党执政能力建设的与时俱进以及中国参政党自身建设的需求,这些都为其参政能力建设提出了许多亟待解决的新问题。通过对参政党参政能力建设所面临制约因素的客观分析,深入探寻解决问题的方法和对策,对深化参政规律的认识,不断提高参政党参政能力建设,具有一定的现实意义。

The participating competency reflects the influence and vitality of China＇s political participating parties.China has now entered a new epoch of reform covering all field.As the reform torrent is sweeping throughout our country,parties,no matter what the characters are,all confront with a series of unprecedented opportunities and challenges in the process of promoting the capacity construction,and also face the choice of changing and ensuring their survival.There are many factors urging the participating parties to solve new problems in their construction of competency,such as the unique reform trend of the world political parties,China＇s transformation of social and economy relation as well as the immense changes of social structure,the CPC＇s constant enhancement of governance capability and the demand of self-construction of China＇s participating parties so on and so forth.To some extent,through the objective analysis of constraints in the construction and the further exploration of the ways to solve problems,it has a realistic meaning for deepening the understanding of the political participation,and improving the parties＇ construction of participating competency.
