普通高校学报在高校办学中的应有地位是在特定的历史条件下形成的,它已定格为高校学报的办刊目标。然而,受学术质量和办刊政策的影响,普通高校学报在高校办学中的现实地位却在嬗变,尤其是近年来整个高校学报在高校办学中的现实地位与应有地位的差异在扩大,不同的高校学报在高校办学中的现实地位的差异也在扩大。高校学报已不再是反映本校教学、科研成果的主要途径,并且高校学报编辑部体制即将不再保留。处在报刊编辑部体制改革的当下,高校学报应用足政策、主动应变。凡符合政策规定可以继续办刊的高校学报,必须处理好地位与作用之间的关系,采取有效措施,提高学术质量,发挥应有作用,以服务求支持,以贡献求发展。

The role academic journals played in running a university has been formed under the specific historical conditions and has already been the aim of general academy in originating journals.However,academic journals' actual position has been changed due to the different academic quality and editorial policy.What's more,the gap between different academic journals has been widened as the gap between the whole academic journals' actual position and due position widened.University' academic journals are no longer a main path to reflect its teaching and academic achievements and the academic journals' editorial department will not be reserved in the future.In facing the editorial department's structural reform,the university's academic journals should take policies actively.In accordance with the relative policies and regulations,the academic journals should balance the relationship between position and function and take some effective policies to improve academic quality and develop themselves by implementing good service and contributions.
