运用系统科学思想，结合“组织理论”、“管理理论”对全民健身公共服务组织管理体系要素进行初步划分。在此基础上采用逻辑分析法、因子分析法对全民健身公共服务组织管理体系进行定量探讨。结论：全民健身公共服务组织管理体系包括组织建设管理、员工建设管理、法制建设管理、公共关系建设管理、资金建设管理、发展创新建设管理和硬件环境建设管理7个基本要素。

By using system science thought, combined with the ＂organization theory＂, ＂management theory＂, we made the preliminary analysis on the elements of organization management system of public service in national fitness. And then by using the logical analysis and factor analysis, we made the quantitative discusses on them. At last we gained the main conclusions that the organization management system of national fitness public service contained seven basic elements： organization construction management, staff construction management, legal construction management, public relations construction management, capital construction management, development and innovation construction management, hardware environment construction management.
