扩大内需受多种因素的制约,其中制度方面的因素不容忽视。我国在制度意识、税费制度、社保制度、企业制度等方面都存在对扩大消费的反制。要破解制度因素对扩大消费的制约,就必须转变观念,建立扩大居民消费需求的长效机制,建立和完善消费品市场与物价的监控机制,重视与强化消费维权制度,以及完善与居民消费相关的各种配套设施建设,从而真正实现由主要依靠出口拉动经济向以扩大内需为主拉动经济的转变。

Among all the factors which affect the expansion of domestic demand, the system factors should not be neglected. The self-consciousness, taxation system, social security system and enterprise system in China lay restraints on the effective expansion of the domestic demand. Being free from these constraints, the mechanisms for simulating the consumer demand, for supervising the consumer goods market and the fluctuation of the price, the facilities for supporting the consumer market should all be well - established and improved. Only with the change of our attitudes can we achieve the transformation from depending on the exports only to depending on the expansion of the domestic demand as well.
