The economic globalization makes the range of the allocation of resources beyond the national boundary. Industry development needs in the global scope for elements of the optimal combination and the optimal use of resources. The industrial structure adjustment and upgrade will follow the international direction evolution. This paper explains the connotation of international industry and industrial transformation and upgrading of the essence of the problems. Through the relationship between the industry internationalization and industrial transformation upgrading, the paper points out that the industry internationalization should be the key of the transformation and upgrading of industry, and promotes the industry development quality and efficiency enhancement, is the inevitable choice to realize the fundamental change of the mode of economic development.
