大转折年代，文艺解禁成为思想解放运动的重要推力，出现了一个以历史批判为主题的文学潮流。然而与其他领域一样，文艺界也是风波不断，围绕文艺主题是歌颂还是暴露的问题引发出激烈争论。胡耀邦深知文艺界遭受的创痛，力避简单粗暴的文艺批判，倡导以一种新的平等讨论的方式解决文艺界倾向性问题，以加强文艺界的团结，复兴和繁荣文艺。胡耀邦的柔性领导获得广泛赞誉，也受到部分人质疑。
