以往对政策周期过程的研究视角多数集中于政策制定与政策评估等环节,政策执行成为一个“遗漏的环节”。20世纪60年代中后期,政府实施的政策中大部分没能达到预期的目标,这使得人们对政策研究的视角逐渐由政策制定转向了政策执行,提出了许多有关政策执行的理论和模型。政策执行研究的范式,经历了由“以政策为中心的途径”或“政策制定者透视”的“自上而下”范式向“关注影响政策执行过程中的各种复杂因素”的“自下而上”范式,再向“试图建立一个集前两者优点于一身的整合性概念框架,并对执行进行动态探讨”的“整合-系络”范式的转变。
以往對政策週期過程的研究視角多數集中于政策製定與政策評估等環節,政策執行成為一箇“遺漏的環節”。20世紀60年代中後期,政府實施的政策中大部分沒能達到預期的目標,這使得人們對政策研究的視角逐漸由政策製定轉嚮瞭政策執行,提齣瞭許多有關政策執行的理論和模型。政策執行研究的範式,經歷瞭由“以政策為中心的途徑”或“政策製定者透視”的“自上而下”範式嚮“關註影響政策執行過程中的各種複雜因素”的“自下而上”範式,再嚮“試圖建立一箇集前兩者優點于一身的整閤性概唸框架,併對執行進行動態探討”的“整閤-繫絡”範式的轉變。

Previous research on policy cycles mainly focus on such aspects as policy making and policy evaluation, but ignore the aspect of policy implementation. Since the mid- and late 1960s , most of the government policies have failed to result in achievements as expected, which triggered the shift from policy making to policy implementation in policy studies and inspired a number of new theories and models on policy implementation. Paradigms for policy studies have shifted from the top-down" paradigm characterized by the "policy-centered approach" or the "policy-maker perspective" to the "bot- tom-up" paradigm that "concentrates on various factors which influence the process of implementation". And finally,it has evolved into the paradigm of "integrative system network" that "is capable of combining the advantages of the former two paradigms to form an integrative conceptual framework and conducting dynamic exploration of the process of implementa- tion. "
