The "faces of power" debate emerged in the middle of twentieth century, which has occupied political scientist for sixty years. Dahl argued that power is the capacity to prevail in the making of decisions on issues over which there is an observable conflict of interests. Bachrach and Baratz put forward a second dimension of power to create or reinforce barriers to the public airing of policy conflicts. Lukes argued that the first two faces of power were blind to a form of power in which the very desires and wants are manipulated to create voluntary obeisance. Foucault laid bare a modem system of power, which was both more all penetrating and more insidious than previous forms. Digeser named Foucault's novel conception of power as the fourth face of power. We can better understand the mean- ing of power by placing Foucault's theory alongside the first three faces of power. In the same time, this juxtaposi- tion also makes us can better understand Foucault. We can find a liberalistic solicitude in this so-called non-liberal writer.
