实施中的“桥头堡”战略是云南省加快对外开放步伐的重要举措，而人力资源开发对加快该战略的实施具有重要意义。论文基于云南省实施“桥头堡”战略背景下，分析云南省人力资源现状及特点，分析“桥头堡”战略下云南省人力资源的优势及劣势，在此基础上提出促进云南省人力资源适应“桥头堡”战略的对策措施。

The implementation of the ＂gateway strategy＂ is an important means to quicken the steps of Yunnan＇s opening to the outside as well as its further reform in which the reasonable exploitation of human resources plays a crucial role. This paper analyzes the status and characteristics of Yunnan＇s human resources as well as its advantages and disadvantages. It finally brigs up the suggestions and measures for improving the adaptability of the human resources to the implementation of the ＂gateway strategy＂ in Yunnan Province.
