收集产学研合作、FDI及创新相关数据,运用静态与动态空间面板计量模型,从地理特征和社会经济特征两方面考察了1998—2008年中国大陆30个省市区域创新的产学研合作内溢、FDI外溢及空间溢出效应。研究表明:在空间溢出效应中,地理特征和社会经济特征对区域创新溢出效应都有显著正的影响,地理特征的影响更大;在地理特征中,地理距离比空间邻接的影响更显著;社会经济特征中,信息传播比人力资本的影响更显著。FDI技术外溢效应为正,在短期中显著,长期中则不显著。产学研合作内溢效应在短期和长期中不显著甚至显著为负。外在环境对创新溢出有显著正向影响。在此基础上提出了有效提升区域创新能力的政策启示。

By collecting data related to industry - university - research institution cooperation, FDI, and innovation, using static and dynamic spatial panel econometric models, the industry - university - research institution cooperation inside spillover, FDI outside spillover, and space spillover effects about 30 provinces regional innovation in China during the period of 1998 -2008 is investigated based on the geographical and socio - economic features. Results indicate that with space spillover effects, both geo- graphical and socio- economic features have significantly positive spillover effects on regional innovation, and the geographical features have the greater impact; with the geographical features, geographical distance has bigger impact than that of space adja- cent ; while with the socio - economic features, the information dissemination has bigger impact than that of human capital. FDI technology spillover effect is positive in the short term, however not in the long term. The inside spillover effect of industry - uni- versity - research institution cooperation is insignificant or even significantly negative in both short and long terms. External envi- ronment has a significantly positive effect on innovative spillover. Based on that, the policy implications for effectively enhancing regional innovation capability are put forward.
