在各地区发展低碳经济的过程中,科学技术的创新与应用具有重要带动作用。通过建立表征科技投入与“降碳”产出的指标体系,对中国内地30个省级区域(西藏由于数据缺失,未纳入统计范畴)2006—2009年低碳经济效率进行了测度。将动态效率增长、静态效率评价及投影分析相结合,细致分析了各地区低碳经济效率水平、分布特征、变化动因和改进重点。研究发现,全国低碳效率呈现西高东低的分布态势,地区经济水平与低碳发展效率相背离的现象应当引起关注;科技投入的支持重点应当向“节能降碳”领域进一步倾斜;高等学校应当在低碳技术开发领域发挥更为重要的作用。

The science and technology innovation has an important role in driving the process of regional low carbon econo-my development. Take data envelope analysis as a tool, the index system has been established to characterize the level ot science and technology inputs arid "reduced carbon" outputs, and the low carbon economy efficiency of Chings 30 provin- cial areas(Tibet due to missing data, so not included in the statistical category) in 2006--2009 is measured. Through dy- namic efficiency growth, static efficiency evaluation and projection analyzing, the low carbon economy efficiency level, dis- tribution features, change causes and improvement focus have been carefully researched. Study found that the east has lower efficiency then the west, the regional economic level departure from low carbon efficiency. Investigate the efficiency level of unefficiency areas and the structure of inputs redundancy, the key field of science and technology investment in China needs futher adjustment, it should change to save energy and reduce carbon emissions. On the other hand, due to the less economic benefits pressure than enterprises, the University can be played a more important role in low carbon technology development process.
