网络中立是欧美国家近十年来的网络规制热点。互联网产业链的变革是网络中立争议产生的背景和原因，应站在市场化和产业发展的角度思考网络中立，建议对网络中立的相关内容细分考虑：对于现阶段规制框架能解决的问题进行明确；对于没有定论的问题采取事后处理的方法解决，以鼓励投资和市场协商。

Network＇ neutrality is the academic focus of Europe and the United States over the past ten years. The paper argues that the change of the internet industry chain is the background and the root reason of the network neutrality debate, we should consider the network neutrality policy in the perspective of the market and industry development. We suggest that classification of specific content of network neutrality is necessary： to define the problem that can be solved by the current regulation and take post processing attitude to solve the problem that is not clear defined to encourage investment and market negotiating.
