城乡基本医疗保障一体化已成为大势所趋，受到政府和社会的广泛关注。赤峰市作为国家级医疗保障改革试点城市，自2008年开启了医疗保障制度改革序幕，并取得了可喜成绩，但仍面临诸多困境，如保障水平差异大、医疗保险流动性差和医疗保障可持续性不足等等。为此，应从进一步健全保障体系、统一机构管理、完善现存保障体制入手，为城乡基本医疗保障一体化提供制度保障。
城鄉基本醫療保障一體化已成為大勢所趨，受到政府和社會的廣汎關註。赤峰市作為國傢級醫療保障改革試點城市，自2008年開啟瞭醫療保障製度改革序幕，併取得瞭可喜成績，但仍麵臨諸多睏境，如保障水平差異大、醫療保險流動性差和醫療保障可持續性不足等等。為此，應從進一步健全保障體繫、統一機構管理、完善現存保障體製入手，為城鄉基本醫療保障一體化提供製度保障。

The integration of urban and rural basic medical security has become the trend of the times and has drawn wide concern from the government and society. Chifeng city, a pilot city of national health care reform, started the medical security system reform in 2008 and has made gratifying achievements, but still faces many difficulties, such as big gap in security level, poor mobility and lack of sustainability and so on. Therefore, we should further perfect the security system, unify the management and improve the existing security system so as to provide institutional guarantee for the integration of urban and rural basic medical security.
