农房保险是一项中国特色的社会政策，国外难以找到专题性的研究文献。但国外相关文献表明，在救灾方面保险机制比救济机制通常更有效率，这使得农业（巨灾）保险在世界各国广受欢迎，而农业（巨灾）保险市场失灵的客观存在则使各国多采用政策性保险模式；政策性农业（巨灾）保险具有福利外溢性特征，但其发展程度却受到保险市场发育状况、灾害风险状况及文化传统等多种因素影响。这些研究结论从不同层面为我国开展政策性农房保险提供了理论借鉴。

The rural housing insurance is a localized social policy of China and it is difficult to find foreign literature review about such theme. Relevant foreign literature reviews suggest that insurance mechanisms in disaster relief is usually more efficient than relief mechanisms, which makes agriculture （catastrophe） insurance popular in the world. However, the reality of agriculture （catastrophe） insurance market failure makes many countries adopt policy insurance, which has welfare spillover characteristics, but its development has been affected by the development condi- tions of instirance market, disaster risK, cultural traditions, and other factors. The findings provide theoretical reference from different levels for Chi- na to carry out policy rural housing insurance
