基层党建科学化是全面提高党的建设科学化水平的基础工程。城市化进程中新生社区党组织面临着自身转型的挑战、党建模式重构的挑战，以及社会管理创新的挑战，迫切要求以科学化为目标强化基层党建工作，增强实效，夯实党执政的组织基础。新生社区党建科学化的目标应包括党组织自身现代化、党员教育和管理规范化、党建工作制度化，以及党建方式方法科学化。当前，应从新生社区党建工作的实际出发，加强学习型、服务型、创新型党组织建设，发展党内基层民主，完善基层党建工作制度，构建区域化网络党建平台，全面提升新生社区党建科学化水平。
