在关注公众参与具有重要价值的同时，更应该关注如何实现参与的有效性。公众参与行政决策在我国面临的现实困境为：行政决策机关民主意识淡薄，公众参与行政决策的能力不强，相关的制度设计不完善。只有在树立客观务实的理念、推进制度环境建设的基础之上，通过合理设置参与之范围与限度、有效选择参与之公众、优化参与之程序、完善参与之信息公开、健全司法审查制度，方能逐步实现公众有效参与的目标。

The appearance of modern administrative states results in the invalidity of traditional mode of administrative policy- making, which makes the public participation in administrative process necessary. In the regard of public participation, we should put focus on how to realize its validity rather than on its significance. The objective of the validity of public participation cannot be realized gradually unless such measures as reasonable setting of its scope and limitation, valid choiee of the participants, optimizing the participating procedure, enhancing the information open of participation, and perfecting the system of judicial check are implemented on the basis of objective and practical thoughts and the development of system construction.
