文章利用“十一五”时期以来的统计数据，测算了我国基本公共文化服务发展指数和基尼系数，对31个省份的基本情况进行排序，并衡量不同省份和地区间基本公共文化服务均等化的相对差距。研究显示：我国地区间基本公共文化服务不均等特征明显；经济发展水平仅能部分反映地区基本公共文化服务发展水平；东部地区基本公共文化服务不均等化程度高于中西部地区。因此，应强化政府的公共文化服务职能，制定基本公共文化服务均等化标准，增强公共财政保障能力，创新公共文化服务供给模式，促进我国基本公共文化服务均等化发展。

This article uses statistical data since the Eleventh Five- Year Plan to calculate the development index and the Gini coefficient of basic public cultural services in China. The basic data of 31 provinces are sorted and relative disparities of the equalization of basic public cultural services between different provinces and regions are measured. This study reveals that the unequal characteristic of regional public cultural services is evident ; the level of economic development can only partially reflect the level of regional basic public cultural services development; the degree of inequality in eastern areas is higher than that of central and western regions. This paper suggests that the government＇s public cultural service functions should be strengthened, equalization standards for basic public cultural services should be established, supporting capabilities of public finances should be enhanced, and new supply models for public cultural services should be created so as to promote the balanced development of basic public cultural services in China.
