环保产业是执行环境保护基本国策和实施可持续发展战略的必要保证。“环境保护”，而非“资源节约”，是经济“发展”方式转变的动力。基于环境资本运营的理论视角，从环境资本运营的主体、技术支持、投资支持等方面展开了环保产业发展问题分析，提出了加快推动我国环保产业发展的对策建议。

Environmental protection industry is the guarantee for implementing thee national policy of environmental protection and the national strategy of sustainable development. It is the ＂environmental protection＂, rather than the ＂resource conservation＂, that the momentum for economic ＂development＂ means changing. Based on the theoretical perspective of environmental capital operating, this paper analyzed the main body, the technical support and the investment support for environmental capital operating on environmental protection industry, and then we put forward some policy advices on the development of environmental protection industry.
