循环经济是包含多投入和多产出的复杂经济系统，客观、有效的循环经济效率评价体系是反映循环经济发展的关键。文章根据循环经济的3R原则，构建了评价西部各省区市循环经济发展效率的指标体系，并运用动态DEA模型对西部各省区市循环经济综合发展效率进行评价。对西部十一省区市2010年数据进行分析，分别从投入和产出角度分析影响循环经济效率的主要因素，指出非DEA有效地区循环经济发展中的投入冗余和产出不足，最后提出提高循环经济发展效率的改革路径。

Circular economy is a complex economic system that contains multiple mputs anu mum~,lc uu~, a effective evaluation system for efficiency of circular economy is the key to reflect the development of circular economy. According to the 3R principle of the circular economy, this paper builds an index system to evaluate the efficiency of circular economy in 11 western provinces, uses the dynamic DEA model to evaluate the comprehensive efficiency in the region. Then it concentrates on the year of 2010, analyzing the main factors that affect the efficiency of circular economy both from the inputs and the outputs point of view. It also analyzes the input redundancy and output inefficiency of circular economy beyond the DEA efficient development area. Finally, the paper raises the path to improve the efficiency of circular economy.
