农村医疗保障制度关系到农民的健康权利，进而影响到农村社会的发展。解决好农民的医疗保障问题，对实现全面建设小康社会的目标具有重大作用。但目前新型农村合作医疗制度中还存在着一些亟待解决的问题。文章通过对河北省四个典型案例的剖析，提出了建立健全管理机制、建立农村医疗卫生服务网络、保证合作医疗基金收支平衡等完善新型农村合作医疗发展的对策建议。

The health care system in rural areas concerns the healthy rights of peasant, and it will influence the development of rural society as well. But some problems still exist in the system of new-type rural cooperation medical. This paper deeply analyzed the four typical cases of Hebei province in order to further study the development of new-type rural cooperation medical of Hebei province, and it puts forward the suggestions for the optimization of the system of new-type rural cooperation medical： to establish a complete management system, to establish the rural health care service network and balance the medical cooperation fund.
