根据科学发展观和平潭综合实验区发展政策要求，可持续发展和低碳社会的理念，以及岛屿本身的生态脆弱性，建议在平潭综合实验区发展循环型社会模式。文章探讨环境法制的构建，为平潭综合实验区循环型社会形成提供制度保障。根据循环型理念的核心要求，以“政府引导、市场调节、公众参与”为指导原则，具体包括：作为前提条件的生态保护、政府引导的准入条件、市场调节的清洁生产、公众参与的绿色消费、以及最重要的废弃物合理处置。

according to Scientific Outlook on Development, the development policy of Pingtan compre- hensive experimental plot, the concept of sustainable development and low-carbon society, and because of the ecological fragility of Pingtan Islands, it is necessary to take recycling-oriented society into account in the con- struction of new development pattern in Pingtan comprehensive experimental plot. And the environmental legal system is one of the most improtant parts of recycling-oriented society and offer system guarantee to it. The key requirements of recycling-oriented society are ＂government guidance, market regulation and public participa- tion＂. In order to building the framwork of environmental legal system in Pingtan comprehensive experimental plot, the followings must be considered, the precondition of ecological protection, the establishment of entry criteria by authority, the clean production regulated by market, the green consumption, and the central point of resonable disposal of waste.
