进入21世纪之后我国城镇化的加速,为县域教育的改革与发展带来许多新的景象:城镇化加速促使城乡一体化教育管理制度、县域教育财政投入保障制度、县域教师统筹管理制度等逐步建立,显著提升了县域基础教育的综合实力;另一方面,城镇化加速也使得县域优质教育资源迅速集中于城镇,乡村生源主动和被动流失,优秀乡村教师显性和隐性流失,有些乡村文化教育出现了衰败的迹象。福建省针对城乡教育均衡化的客观需要,采取了包括增加县域教育投入、合理城乡学校布局、加强县域教师合理调配与流动等一系列措施,在一定程度上促进了县域教育的统筹发展。但在具体运作过程中也暴露了一些深层次的教育理念问题和实际问题,因而有必要进一步更新教育观念,加大改革力度,完善教育管理制度,全面促进县域基础教育的均衡发展。

With the acceleration of urbanization in China since the 21st century, the reform and devel- opment in counties have taken on a new look : the establishment of integrated educational management system, the security system of financial investment in education and the co-ordinating management system of teaching staff in county areas. These have significantly enhanced the comprehensive strength of basic education in county areas. However, on the other hand, the acceleration of urbanization has also resulted in the concen- tration of superior educational resources in county areas, positive and passive drain of students in the country- side, explicit and implicit drain of excellent rural teachers, and even the signs of educational decay in some rural areas. These have promoted to some extent the overall development in rural education, but some deep- rooted conceptual and practicalproblems in education have appeared. Therefore, it is necessary to renew the educational concept, enhance the reform and perfect the management system in education so as to advance the balanced development of Basic education in county areas.
