本文分析了新疆区域产业结构优化的必要性。根据三次产业结构理论，认为新疆区域产业结构仍以第二产业为主；依据区域产业结构优化理论，认为新疆区域产业结构优化的关键是实施工业主导产业的集聚发展。在此基础上，运用投入产出分析法识别出与新疆工业主导产业，即与石油、天然气开采业影响系数较高的16个行业，并进行产业集聚的波及效应分析。最终得出结论，新疆石油、天然气能源产业集聚是区域产业结构优化的关键途径和手段，新疆产业结构优化还需要经历产业集聚和产业融合两个阶段。

Base on concepts and theories of regional industrial structure optimization, the changes in the struc-ture of the regional industry are the first pattern of manifestation of the development of the regional economy. Indus-trial structure changes radically depend on the development of the leading industries of the region. That is to choose a leading industries is the basic in the progress of optimizing the industrial structure. By the rapid development of itself, and its correlate effect on other industries, the leading industries will promote the growth of the regional e-conomy. The resource endowments and locational advantages provided the material basis for industrial development in Xinjiang, while, the over-reliance on resource development model was formed. The number of resources is a com-parative advantage, While resource efficiency is a comparative disadvantage. Therefore, it is necessary to optimize the existing industrial structure, and to promote regional economic development in Xinjiang. Base on the research of SUN Hui from Xinjiang University, this study identified the exploitation of oil and nat-ural gas industry is the leading industry in Xinjiang by shift-share method. The accumulation of the leading indus-tries not only generate concentration benefits, but also promote the adjustment and optimization of the regional in-dustry. The accumulation of oil and natural gas industry in Xinjiang can form industrial chain taking Extraction of Petroleum and Natural Gas industry as the core. With the accumulation of oil gas energy industry in Xinjiang, the relationship between the various industries will change into upstream and downstream supporting collaborative part-nership, while industry collaboration and division of labor will become more rational. Industry concentration led to the development of tertiary industry, such as logistics, finance, intermediary industries. The further improvement of the supporting industries and services will be able to effectively promote the optimization and upgrade of industrial structure as well as the development of regional economy. Therefore, the accumulation of oil gas energy industry in Xinjiang will promote the development of secondary industry and tertiary industry, enhance the share of GDP of the secondary and tertiary industry, strengthen the link-ages between the industries, make the regional economic structure tend to rationalization and supererogation. This paper identifies 16 industries which have high coefficient with Extraction of Petroleum and Natural Gas industry by using input-output analysis method, and research on the industrial concentration spread effect analysis. The main conclusions of the study are showed as follows. First, optimization of the existing industrial structure of Xinjiang should focuse on the secondary industry. Second, the key of optimizing the existing industrial structure is to choose the leading industry correctly. Third, to form the industry cluster about oil gas energy industry in Xin- jiang, we should develop 16 industries which are connected with each other. Fourth, by analyzing the complete consumption coefficient, the oil gas industry mainly depends on the second industries. Therefore, to meet the needs of industrial development, we should increase the degree of agglomeration of related industries in the secondary in-dustry. In addition, it is important to improve the the foundation supporting role of the tertiary industry to other in- dustries. Fifty, oil and natural gas energy industry cluster of Xinjiang is the one of the most important ways about the optimization of regional industrial structure in Xinjiang. Furthermore, the optimization of industrial structure needs to experience two stages of the industrial concentration and industrial integration.
