风险是可能不利于人的存在和发展的各种不确定性及其不可预测性。科学活动本身蕴含风险;现代科学又以＂风险合法化＂和＂风险悬搁＂的方式,制造了诸多风险;同时,专家系统主导的风险评估,也可能会带来更高阶风险。现代科学成为当代风险建构的重要力量。社会需要改造现有的专家系统,加强政府监督和民众参与,使专家系统能够对风险治理重新发挥积极作用。
風險是可能不利于人的存在和髮展的各種不確定性及其不可預測性。科學活動本身蘊含風險;現代科學又以＂風險閤法化＂和＂風險懸擱＂的方式,製造瞭諸多風險;同時,專傢繫統主導的風險評估,也可能會帶來更高階風險。現代科學成為噹代風險建構的重要力量。社會需要改造現有的專傢繫統,加彊政府鑑督和民衆參與,使專傢繫統能夠對風險治理重新髮揮積極作用。

Based on the ontology,risk means various uncertainty and unpredictability continually bringing human survival and development the adverse effects.Scientific activity itself contains risk.Modern science makes a lot of risk by the way of ＂legalization of risk＂ and ＂suspension of risk＂.At the same time,the expert system on contemporary risk assessment would cause some risk of higher order.Modern science has become the main force of constructing contemporary risk.Existing expert system needs to be renovated to strengthen government supervision and public participation,so that it could play a positive role in risk management.
