垃圾分类和循环利用是缓解城市生活垃圾问题的有效途径，但是居民参与性不足则成为实施城市垃圾分类管理政策的瓶颈。基于环境心理学理论，分析了个人习惯、环保意识、“经济人”理性等内在因素与法律制度、部门管理、宣传教育等外在因素对居民垃圾分类行为的影响。认为提高城市居民参与垃圾分类管理的积极性需要重视法律规导、政府管制、经济惩罚等外压机制与思想教育、经济补偿、舆论支持等诱导机制的共同作用。

Waste classification and recycling is an effective way to alleviate the problem of urban household waste.However, insufficient involvement of residents highlights the reality dilemma of urban household waste policy. Based on the theory of environmental psychology, resident＇ s behavior of garbage classification is codetermined by personal habits, environmental protection consciousness, the economic man rational and other internal factors, and legal system, department management, publicity education and other external factors. Improving the enthusiasm of urban resident＇ s participating in household waste classification needs the pressure mechanism of legal rules, government control and financial penalties, and the induction mechanism of thought education, economic compensation and public opinion support.
